This Regulation is in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated September 27, 2017 No. 769 “On measures to further improve the training of medical personnel”, the state education lines of bachelor’s, master’s and clinical residency determines the procedure for recruiting and monitoring graduates of higher medical educational institutions who studied on the basis of the grant to rural medical centers and rural (city) family polyclinics through an electronic program, as well as forming a database of students of higher medical educational institutions.

Chapter 1. General rules

1. This Regulation of the President of the Republic of Uzbekistan “On admission to higher educational institutions of the Republic of Uzbekistan in the academic year 2005/2006″ dated June 2, 2005 No. on measures” No. PQ-2360 of June 23, 2015 and “On measures to introduce new management principles into the system of higher and secondary special education”, President of the Republic of Uzbekistan “Primary in the Republic of Uzbekistan On measures to further improve the organization of medical and sanitary assistance institutions” No. PQ-2857 of March 29, 2017 and “On measures to further reform the medical education system in the Republic of Uzbekistan » To ensure the implementation of decisions PQ-2956 of May 5, 2017 and to further improve the system of continuous professional education of medical personnel, to the qualified medical personnel of health system bodies and institutions “Career Center- Defines the goals and objectives of the TPTI Center.

2.       Organization and control of the activity of “Career Center – TPTI” Center is entrusted to the rector of Tashkent Pediatric Medical Institute.

Chapter 2. Legal and regulatory documents

3 .      This Regulation is approved by the Decree of the President of the Republic of Uzbekistan No. PF-5590 of December 7, 2018 “Concept of the Development of the Health Care System of the Republic of Uzbekistan in 2019-2025” and Decree No. PF-5847 of October 8, 2019 “Uzbekistan Decree of the President of the Republic of Uzbekistan No. PQ-2857 dated March 29, 2017 “On the approval of the concept of the development of the higher education system of the Republic until 2030” “On measures” and PQ-2956 of May 5, 2017 “On measures to further reform the medical education system”, as well as Cabinet of Ministers No. 769 of September 27, 2017 It was developed in order to ensure the consistent performance of the tasks specified in the decision “On measures to further improve the qualification of medical personnel”.

Chapter 3. Basic concepts and abbreviations used in the regulation

4.       The following concepts are used in this Regulation:

– employment – a system of measures taken to help students and graduates of medical higher education institutions to ensure their employment;

– job fair – a complex of special events organized for the purpose of employment (recruitment) among students and graduates of medical higher education institutions who want to get a job, and their employers;

– customer-enterprise – a legal entity that applies to “Career Center-TPTI” for the purpose of recruiting graduates of medical higher education institutions within the scope of the services specified in this Regulation;

5.       The following abbreviations are used in this Regulation:

TPTI – Tashkent Pediatric Medical Institute;

“Career Center-TPTI” is a center that helps to ensure the employment of students and graduates of the institution;

TOTM – medical higher education institution;

ITI – Research Institute;

RIIATM – Republican specialized scientific and practical medical center;

OShP and OP – family doctor points and family polyclinics

Chapter 2. The goals and objectives of the department

5 .      Assessment of the structure of consumers of educational services (employing enterprises, organizations with different forms of ownership – state and local government bodies, state and non-state organizations, etc.), including the ratio of supply and demand for students and graduates of undergraduate majors and graduate specialties , creation of a complete database by identifying and grouping geographic location, diagnosing potential opportunities.

6. Organization and implementation of a special (online) course called “Career Planning” in order to train students in the methods of searching for suitable vacancies in the labor market and training them in interviewing with employers.

7.       To familiarize students with the basics of labor law documents, the skills of searching for suitable vacancies in the labor market, preparing a resume for employment and documents required for employment.

8.       Involving advanced specialists and experts in the health care system, guiding students to the profession, current and future conditions in the labor market, familiarizing them with modern information about specific professions, workplaces and employers, prospective enterprises.

9.       Organization of job fairs, career days with the participation of interested agencies and organizations, and implementation of activities to increase students’ interest in future professional activities.

10.     Preparation and publication of specialist training of higher education institutions, employment of graduates, current work (career) of graduates of this higher education institution, and other analytical materials in this direction.

11 . Bringing         the current issues related to the improvement of the quality of trained personnel to the Councils of the higher education institution for discussion, to cooperate with the relevant departments of the higher education institution in this regard.

12 .    Personnel training in higher educational institutions and graduates on the basis of state grants monitoring of job allocation.

13 .    Systematic analysis and assessment of employment processes of students and graduates of higher education institutions.

14 . To         contribute to the development and improvement of market relations in the field of education , to form a realistic “portfolio of orders” for graduating bachelors and masters based on indicators of demand for young professionals.

15 .    Directing the activities of the higher education institution to meet the real needs of the institutions, enterprises and organizations in the area where the higher education institution is located.

16 .    Analyzing the changes in the service market conjuncture, which may lead to the emergence of competitive educational services for undergraduate majors and master’s majors in the republic’s economy and social sector networks, and preparing proposals for defining new directions of development .

1 7 .   Taking into account the rapid changes in the higher education system and the interaction with the dynamics of the labor market development, in cooperation with potential employers (consumers), to study the need for highly educated young specialists in the branches and sectors of the republic ‘s economy .

1 8 .   Based on the requirements of the current and prospective development programs of the economic sectors and sectors, and the regions, first of all, in the field of high and innovative technologies, the development of proposals for the training of highly educated personnel in new educational directions and specialties.

19 .    Establishing cooperation and communication with organizations interested in the training of specialist personnel, including studying the opinions of the administration of the enterprise, organization or institution about the quality and potential of the personnel being trained.

20 .    Participates in the processes of preparation, adoption and implementation of management decisions regarding the directions of personnel training and the market of educational services in the higher education system. Development of practical proposals and implementation of relevant measures to ensure competitive personnel training.

2 1.    Support the use of young professionals based on the demands and needs of personnel consumers.

22 .    Discussing the requirements of the customers regarding the quality of personnel in the process of personnel training in the council of the higher education institution.

23 .    To provide the Ministry of Higher and Secondary Special Education with information about the current year’s graduates of higher education institutions, formed in the field of education (specializations), ministry, office (enterprises and organizations) and regions.

24 .    Studying the labor market situation , formulating proposals for admission parameters based on the orders of consumers for graduates, submitting documents to the Ministry of Higher and Postgraduate Special Education in a timely manner on the organization of the database of the higher education institution on admission, student contingent, and referral of graduates to work. reach

25. Establishing cooperative relations and formalizing contracts with clinical bases, state and non-state medical institutions for the organization of student practice.

26. Student practice is regulated by the current Ministry of Health of the Republic of Uzbekistan “Procedure for conducting practice in medical and pharmaceutical education and educational and training of clinics of higher medical educational institutions, medical and pharmaceutical educational institutions” implementation on the basis of the Regulation on the procedure for the practice of students of medical and pharmaceutical higher education institutions based on the order No. 279 of November 13, 2019 “On approving the list of practice bases”.

3 . Duties of the head of “Career Center – TPTI”.

25.     Organizes the implementation of the laws of the Republic of Uzbekistan, presidential decrees and orders, decisions of the Oliy Majlis and the Cabinet of Ministers in the field of education and personnel training.

26.     In the “Career Center – TPTI” ensures the fulfillment of tasks specified in the Law “On Education” and “National Program of Personnel Training” of the Republic of Uzbekistan.

27.     Develops the marketing service, organizes the study of the demand and need for the educational direction and specialties, the analysis of the practical employment of students and graduates, and the conclusion of cooperation agreements on the purposeful training of specialists.

28.     “Career Center – TPTI” will be established on the basis of TPTI Marketing and Student Practice Department and a leader will be appointed.

29. For the position of head of “Career Center – TPTI” an employee with   a higher medical education and at least 3 years of work experience in the specialty is hired. based on the recommendation of the vice-rector, it is carried out on the basis of the order of the rector.

30.     Draws up a paid service agreement signed between TOTMs, ITIs and RIIATMs and assists them in the implementation of software development based on new technologies and draws up relevant regulatory documents, software and prepares and presents conclusions based on implementation of technical developments.

31.     Participates in the organization of innovative projects and various events related to employment (fair, seminar, forum, roundtable discussions) in the republic.

Chapter 3. The structure and financial provision of death

32 . The number of employees of the department is determined on the basis of the model staff of higher education institutions, and the leadership is carried out by the head. The staff list of department B staff is approved by the rector in the prescribed manner.

33 .    The salary (salary) of the employees of the department is confirmed in the amount of the positions established for the higher education institution, and according to the results of the department, an increase can be determined from budget and extra-budgetary funds in the order established by the rector.

Chapter 4 . Organization, management and control of death activities

34 .    The department directly reports to the pro – rector of educational affairs of the higher educational institution .

35 .    The department reports on the results of its activities to the Scientific Council of the higher education institution at least once a year.

36 . The department        submits relevant information to the Ministry of Health and Higher and Secondary Special Education in the prescribed forms and terms .

37 .    The department’s activities are coordinated and monitored by the Ministry of Health and Higher and Secondary Special Education .

Chapter 5. “Career Center-TPTI” through the mechanism of ensuring employment

38 . “Career Center-TPTI” on   distribution of graduates of higher medical educational institutions for employment, assistance in their employment and keeping track of employment, as well as stable and effective activity in the fields of temporary employment of TPTI students. does the following:

39.     On the need for local medical workers and available vacancies, establishing mutual relations with the Republic of Karakalpakstan, regions and Tashkent city hokimities and all state and non-state medical institutions based on the information, creates a database of vacancies for students and graduates of “Career Center-TPTI”;

40.     Available vacancies in OShP or OPs are distributed in “Career Center-TPTI” according to the place of permanent residence of graduates, they are assisted in their employment and the employment of graduates is constantly monitored;

41. When concluding a   3- and 4-way contract, it controls whether it is concluded according to the place of residence of the graduate, the place of work specified in the contract, and the fulfillment of contractual obligations;

42.     Uses mass media, including electronic publications, sites to announce employment of students and graduates ;

43.     Cooperates with TOTM, ITI and RIIATM order portfolio formation, graduate employment monitoring departments to give recommendations, descriptions, interviews and comments to students and graduates;

44.     Advises all students and graduates applying to the “Career Center-TPTI” center on filling out questionnaires and resumes, accepts completed questionnaires and resumes and sends them to employers;

45. Organizes        job fairs, including conferences and seminars on relevant topics in the field of employment, informs students and graduates about the need for narrow specialists in the region, district and city through the website www.medcareer.uz provides information, conveys the employer’s occupational requirements to the job seeker and gives advice on adapting to the workplace;

46. Studying the need for relevant specialists in the         labor market, provides practical support for the retraining and upgrading of skills of young professionals;

47. Taking into account international and national experiences,           X develops reasonable proposals and recommendations for ensuring the employment of TOTM students and graduates.

48 .    In order to ensure the effective functioning of “Career Center- TPTI” medical higher education institutions, scientific research institutes, structural units of the republic’s specialized scientific and practical medical centers on the basis of a state grant and payment contract for bachelor’s, master’s and clinical The office enters the information about regular (targeted) students and graduates into the electronic program “Career Center-TPTI”.
